It was open, on the other hand, to the late Mr. Nicholas Nolan to contribute to the Widows' and Orphans' Fund, and the fact that he omitted to do so does not constitute, in my opinion, a valid claim to a gratuity on the part of his widow. In any case, I am not satisfied that Mrs. Nolan's circumstances are such as to justify exceptional treatment, and in view of this and the other facts already stated, I regret I am unable to support the prayer of her memorial.
